The offer reflects an environment in which organizations may be at different stages of formalization and management must deal with uneven data coverage, connectivity and quality. ANAPI describes the Guichet Unique de Création d’Entreprise and several business forms in the DRC; this supports the value of simple, documented and progressively improved indicators, without confusing analytical support with legal advice. The World Bank describes an economy driven by minerals but facing limited formal job creation, infrastructure investment needs and risks linked to commodity prices and insecurity. IMF publications provide macroeconomic context and data, not a substitute for an organization’s own evidence. Any exchange-rate or inflation analysis should specify period, source, unit and limitations; Nova Conseil does not promise stabilization, gains or automatic compliance.

Methods and software that can be mobilized

Stata is suited to microdata, panels, evaluations and documented econometric models. EViews can support time-series and macroeconomic diagnostics, with caution regarding breaks, stationarity and data quality. XLSTAT facilitates analysis in Excel environments when teams already work with structured workbooks. R enables reproducible processing, visualizations and more customized models. IRaMuTeQ can help explore textual corpora, interviews and open-ended responses; its outputs still require contextual and coding-based interpretation. Software choice does not replace an analysis plan, quality controls or professional judgment.

For NGOs and institutions, it may support sampling plans, baselines, beneficiary monitoring and outcome evaluation. Exchange-rate movements, inflation, input prices, logistics disruptions or security shocks may be examined as contextual variables when adequately documented; they should not be invoked without measurement or evidence. Analyses may be disaggregated by province, territory, branch, sex, age or job category where coverage and data protection allow.

The assignment begins with scoping: the decision to inform, population, period, indicators, constraints and expected deliverables. Nova Conseil then audits the data for formats, duplicates, missing values, outliers, units, dates, dictionaries and source traceability. The analysis plan is approved before processing; assumptions, limitations, robustness checks and model choices are made explicit. Reporting emphasizes readable charts, verifiable tables and an interpretation note that separates observed facts from hypotheses. Where relevant, the cabinet provides syntax, code or a reproducible procedure and conducts a knowledge-transfer session. Timing and scope are set after the data have been reviewed.
